| Abstract: | 政府管制被认为是实施公共政策对企业为的矫正。政府管制是对市场经济 的干预。全球电信业的快速发展对经济社会发展产生重要的影响，对电信业的 管制成为热门研究课题。进入限制（市场准入管制）是电信管制的主要内容之一。 和其他许多国家一样，中国政府把电信业作为优先发展的产业。研究管制政 策问题是推进电信体制改革的重要课题，分析影响管制政策变化的因素有助于面 对快速变化的政策环境综合考虑管制政策的制定。 管制是公共政策的一种体现形式。政策是科学决策与政治需要相结合的产 物。本研究基于特比尔考克（Trebilcock）公共政策分析模型，构建研究中国 电信市场政府管制准入政策变化的分析框架，解释意识形态约束和国有企业产权 结构成为影响中国管制政策变化的特殊原因。 论文分章。 第一章：导论。介绍研究背景、论题的选择、研究目的和内容、论文结构和 安排，以及主要贡献。 第二章：论文献综述。对自然垄断论、管制论等有关市场准入管制的内容以及电信市场准入政策的文献进回顾和综述。第三章：英美等国的情况。作为背景研究，分析英国、美国、日本和韩国政 府电信市场准入管制政策变化、原因及其发展趋势，并比较这些国家电信市场准入政策变化的差异。 第四章：研究方法和分析框架。讨论研究方法，通过分析英美等国电信市场 准入政策变化的基本原因和发展趋势，以建在公共选择论上的特比尔考克 政策变化分析模型为基础，构建中国电信市场政府管制准入政策变化的分析框 架，探讨中国电信市场准入政策变化独特的作用机。 第五章：中国的情况。对中国电信市场准入政策变化情况进研究，解释其 原因，分析中国电信市场准入政策存在的问题，并探讨中国电信市场准入政策的 选择。 第章：结论。总结本文的研究成果，并讨论本文研究的局限性及今后的研 究方向。 通过对中国电信市场政府管制准入政策变化作用机的研究，得出一些有助 于进一步探讨和构建适合中国情况的政府管制论的观点：（1）信息通信技术进步对中国电信市场准入政策变化可能具有长期作用。（2）国有制产权结构是制约中国电信市场准入政策变化的因素。（3）意识形态约束对中国电信市场对外开放产生重要影响。 (4）市场国际化压促进中国电信市场对外开放。 研究工作以英美等国电信市场准入政策变化为背景进讨论，分析中国电信 市场政府管制准入政策变化机制，探讨管制政策改革趋势。 |
