Abstract: This paper aims to develop a location-based complaint Geographic Information System¹ (GIS) which integrates the concept of Volunteered Geographic Information²(VGI), mobile GIS and internet GIS. The system consists of a Mobile Application³(App), a website and a server's database. Protocols were developed that citizen could use the App to enter information and shoot photos about the complaint they want to lodge with their Global Positioning System⁴ (GPS) equipped smart phones and receive feedback on when their issues get resolved. It is a location-based platform to share the complaints and action taken by the government. Individuals and government departments can make use of the system to perform analysis, study hotspots and find trends for them to make a good decision. A brief introduction to the latest development of GIS was given in the first part of the paper. Some examples of websites, applications and programmes were cited with a view to discussing on how to improve the existing complaint procedures in Hong Kong. Some paragraphs were used to demonstrate the content and function of the system. General views and expectation from the users were absorbed. The system had been implemented for over half a year. It was proved that the system could effectively help citizen to describe and reflect the problem areas to the Government and in turn a prompt response from relevant department. Recommendations were given at the last part of the paper.
