|Abstract:||In Hong Kong, there are thirteen closed landfill sites and three operating strategic landfill sites. About three thousand tons of wastes are directly disposal. The wastes are included Municipal Solid Waste (MSW), Construction and demolition (C&D) waste, treated waste and other wastes. The strategic landfills have advanced landfilling technology, individual landfill operation, landfill leachate and landfill gas of collection and treatment systems, impermeable liner. With continuous landfilling in Hong Kong for many years, the three strategic landfills will get overfilled in 2015.The extension of South East New Territories (SENT) Landfill and Integrated Waste Management Facility (IWMF) are both discussed for resolving these problems. But the local environment groups and the public are paying more attention to the impacts of landfill on the environment safety and human health, for example, the pollution to the marine system, the underground water contaminated by wastewater and odour impact from landfill gas. Moreover, Sources separation of waste is not well to promote and implement in Hong Kong because of lack of Hong Kong government support. For incineration technology, four incineration plants were closed due to serious air pollutions like high concentration of dioxins, fly ash and heavy metals. Now, Only in Chemical Waste treatment Center (CWTC) and crematoria could the incinerators been used. The CWTC accepts a variety of chemical wastes and also clinical waste. The incineration system is used for the destruction of organic materials and cyanide wastes. The pollutants can be removed by pollution control technology like air emission control equipment. Also, a crematorium is responsible for incinerating of human body. China is a developing country with high speed of economic developing. About 300 million tons of wastes are treated at landfill sites every day. Due to the lacking of environment protection facilities such as leachate treatment plants, landfill gas collection systems, liner systems and recovery equipments at many non-standard uncontrolled landfills in China, the environmental situation around the landfill sites is not satisfactory. It generates different environment problems such as the landfill leachate, landfill gas and wastewater to the environment. On the other hand, incineration is becoming another main treatment method of MSW which could recover the energy from the waste combustion. But the incineration technology is still under developing period. The released gases from incinerators contain pollutants such as air particles, dioxins, heavy metals and fly ash. In this dissertation, it describes the background, legislative controls and environmental policy, the technology, operation and management of incineration and landfilling both in China and Hong Kong. Comparison and evaluation of the operation, management system and technology about the landfill and incineration are also included. Finally, the sustainable technology is discussed for the future development of landfill and incineration.|
