dc.title | A study on the roles and responsibilities of construction supervision engineers in construction quality control in China | en_US |
dcterms.abstract | During the past twenty years, construction industry in China has developed into one of the most active markets around the world. Due to the rapid development of construction industry, some important areas are neglected. Cost, schedule and quality forms a well-known golden-triangle, and the relationships among the three are cruel. If we want to improve one of them, we need to sacrifice another, and quality becomes the victim among them. It can be inferred from practice and academic research that China has paid much attention on construction quality, however, the performance is not satisfactory. As an independent part of assuring the construction quality, construction supervision party needs to take more responsibility. Therefore, the research aims at identifying the improper behavior of supervision engineers and potential motivation and incentive that would lead to a poor construction quality, also the whole climate of the supervision industry will be evaluated at the same time. Based on the investigations, countermeasures are put forward as recommendations. By reviewing previous research, data collection methods and research methodology, this research methodology includes literature review, one-on-one interview and case study. The main achievements of the research are: Professional ethic standardization: Supervision engineers' poor performance on corruption, poor working style and attitude and partiality. Awkward status: mismatch of responsibility and authorization on supervision party. Professional capability: poor capability on both supervision engineer and supervision enterprise. Supervision fee: low supervision fee resulted in unattractive supervision industry, further influenced the professional capability and lead the corruption and partiality. With the clarification of the issues that lead to a poor construction quality on supervision industry, the association system was put forward to improve the performance of construction quality supervision. | en_US |
