| Abstract: | A doubt has been raising among the public about the effectiveness of the public participation process in urban renewal. On the one hand, the authorities (e.g. the HKSAR Government or the Urban Renewal Authority (URA)) claims that the consultation process is effective and the public's concerns have been addressed; on the other hand, the public considers that their voice cannot influence the decision-maker. An assessment tool, by which the level of public participation in the urban renewal process can be objectively testified, would help to solve the public's doubt. This paper aims to identify an appropriate assessment tool for the urban renewal project, by reviewing four existing models of public participation and examining their applicability in a selected redevelopment project in Hong Kong. The study finds that those models have different characteristics and should be employed in particular situation for assessing the level of public participation. Also, the models only provide a general picture of the public participation level in a targeted urban renewal process. The users of those models are suggested to review the background and the detailed process of the renewal project. |
