dcterms.abstractThe word "Maintenance" is not just a meaning of upkeep and repair. In broad terms, it is the combination of every technical exercise with associated administrative action intended to retain an item in, or restore it to, a state where it can perform its function (Armstrong, J.H., 1987). Maintenance of building services inside a property is important and justifies reasonably sufficient resources to ensure it is carried out properly. If the facilities are not properly maintained, it will result in the plant operating inefficiently and wear out quickly. Therefore, the plant will loose its full value as an asset within the building. Often this is not understood and the importance is not realised fully by the property owners. They consider that maintenance is purely a "money spending" activity within daily operation of a building. Under normal circumstance, maintenance expenses will be trimmed down, controlled and kept the minimum. In times of financial constraints and budget cutting is required, all items relating to maintenance nature will be the first to consider. The situation in Hong Kong is the same as discussed above. Since 1998, the property market has a drastic drop in price level and the decrease tendency has continued till today. From the reports of most property agencies, market rents for all classes of properties have different degrees of reduction. In this respect, the aforesaid situation has become more significant with cost savings and cost effectiveness becoming the missions for the maintenance department of most organisations. Moreover, maintenance practices will need adjustment to meet with these changes. What will be the situation in Grade-A commercial building in Hong Kong? Regardless of the level of decrease in market rent, this kind of commercial building still receives the highest revenue in both rental and service charge. The aim of this research tries to ascertain the factual behaviors in term of maintenance expenses and maintenance practices for which how the maintenance is carried out in Grade-A commercial buildings in Hong Kong. The first part of the research will study the maintenance cost patterns in "Building Services" installation. This will identify the characteristics and trend of the maintenance expenses over ten years' period from 1990 to 1999. This period covers the economic recession, which has started in 1998 and thus differences in level of maintenance expenses before and after the economic recession can be identified also. Secondly, the research will study the maintenance practices that are currently being implemented in Grade-A commercial building in Hong Kong. Each maintenance practice will be interpreted. In addition, the factors affecting implementation of such maintenance practices will be identified factors influencing the maintenance practices will be evaluated and discussed.en_US
