| Abstract: | 随着经济的持续高速发展，中国面临着日益严峻的环境问题。在这样一个特殊的背景下，各级政府在加大对环境保护投入的同时，也在探索如何通过IT方式提高环保投入的效率，并最终实现改善环境质量的目的。因此，选择合适的IT治理模式对环境保护而言有着至关重要的作用。然而，在实际操作中，各地环境管理部门的IT治理模式却存在着较大的差异。本研究的目的就是探索这种差异产生的原因。基于此目的，本研究主要探索以下两个方面的内容: (I)是什么原因造成了全国地市级环保局IT纵向分权和IT横向分权差异性; (2)全国地市级环保局IT纵向分权和IT横向分权之间存在着怎样的关系。通过问卷调查的方式，本研究收集了全国范围内地市级环保局有关IT资源、IT纵向分权、IT横向分权、组织规模和高层管理者对于IT的支持程度的信息。这次的调研总共收回了228份有效样本。公开的二手信息如各地市的GDP也纳入为分析的数据。透过偏最小二乘法(partial least square)进行结构模型分析，本研究得出以下主要结论: (1)当地环保部门的IT资源会同时对其IT纵向分权和横向分权产生影响; (2)当地环保部门的IT纵向分权会对其IT横向分权产生影响，但是IT纵向分权只对IT横向分权的决策部分产生影响，并没有对其实施部分产生影响; (3)地市级环保部门的IT横向分权的决策环节会对其IT横向分权的实施环节产生影响。研究结论以吉登斯的资源、权力理论为解释基础，将其理论应用于中国公共治理领域，并研究了组织IT资源对其IT的影响，除此之外还解释了IT分权内部之间的关系，具有一定的理论意义以及实践价值。 |
