Abstract: This case study intends to identify the factors affecting Daiwa's strategy making in the past 20 years, its pattern of strategy development in response to the environmental changes in Japanese financial industry, the purpose of entering into Hong Kong and the strategy implementation problems there. It is found that the factors most influential to Daiwa's strategy making are generally of regulatory and economic nature and the pattern of Daiwa's strategy development is an adaptive mode. Purposes of entering into Hong Kong are to penetrate the Hong Kong market so as to take the advantage of the presence of large number of Japanese firms and the economic development there. The implementation problems in Hong Kong occurred mainly in the areas of poor physical and human resources planning and allocation, inappropriate organizational structure and design within each SBU, lack of clarity of mission and objectives, cultural clash and lack of training. It is recommended that by amalgamating the related divisions of the SBUs, restructuring the organization, articulating mission and objectives, changing the paradigm, building trust and establishing a training division, the problems would be rectified.
