Abstract: The ageing problems has been more and more serious, but most research in China are focusing on increasing welfare facilities, confronting the contradictions of growing demand and decreasing resources. Aging in place is launched to solve the current conflict, reduce the social burden. Hangzhou has promoted pilots of intellectual service and supportive service in community to foster age-friendly community. This research proposes building a framework of considerations to guide improvement towards age-friendly community, with the methodology of literature review and Delphi. It combines experience of notable international initiatives and research in local China. The proposed framework can be used as guides of measurement of current community condition, based on which, planners and community leaders can take effective interventions on specific community. It also can be useful for further research, such as developing evaluation framework for politicians or community managers to monitor intervention programs. As a case study to validate the application of this framework was conducted in case of Cangji community in Hangzhou urban area, thus major issues and targeted recommendations were discussed with the methodology of survey. There are also many study limitation and related topics, together with proposed further research were also put forward in the end of this thesis.
