dcterms.abstract | In the management of construction and demolition (C&D) waste, Hong Kong has adopted a strategy of disposing the inert part of the waste at public dumps for land reclamation and the rest to municipal solid waste landfills for disposal. The approach becomes outdated with the acute shortage of public dumps for disposal and the fast depletion of landfill space on the one hand, and the enormous increase in C&D waste resulted from the booming construction industry over the past decade on the other. This dissertation aims at investigating and formulating a strategy to improve the management of C&D waste in Hong Kong. The Study commenced with a review of relevant publications, both locally and overseas, contract documentation for public and private development projects, and current waste management legislation. Interviews with practitioners in construction industry and a questionnaire survey on the use of contractual requirements for waste management were conducted. The author also paid a visit to the construction waste recycling plant at Tseung Kwan O Landfill. The Study found that, in response to the changing circumstances, Hong Kong needs a new waste management strategy which aims at reducing the generation of C&D waste, and recycling and reusing suitable waste materials. The management of C&D waste in construction and demolition projects by stipulating requirements in the contract specification is a key element of this waste management strategy. The strategy should be complemented with management initiatives such as the monitoring of contractors' performance on waste management and setting of a mandatory landfill diversion rate; appropriate legislation on C&D waste management; and the support of adequate waste treatment facilities. Other initiatives such as economic incentives of tax concession or research grant to the construction industry, propaganda about the recovery and recycling of C&D waste, and the establishment of a research institution for C&D waste management will also help to achieve the goal of the new C&D waste management strategy. | en_US |
