Abstract: Technology is rapidly evolving and is impacting on the day-to-day life of individuals and businesses. In particular consumers can enjoy new products and faster services. High-Tech companies compete with one another and can win an increased market share by reducing the development time for new inventions and innovative products. Managing knowledge effectively is crucial in reduction of the go-to-market project life cycle. Most companies use short term projects to meet such challenges. However, achieving a good success rate for projects is still a challenge. Minimizing project risk and increasing the success rate have become vital issues to project managers. To retain the new knowledge and intellectual property creation, as well as to sustain the attained efficiency, it is necessary for enterprises to establish a methodology in the form of a system to manage knowledge for reuse and rebuilding throughout the Project Life Cycle (PLC). The objective of this thesis is to explore the project problem areas and develop a prototype of an enhanced system, Knowledge Based Project Management System, "SUCCEED", that integrates Knowledge Management (KM) into Project Management (PM). Through SUCCEED, the project success rate is improved and, at the same time, knowledge knowhow and intellectual property ownership are retained. These in turn increase the competitive advantage of High-Tech Small and Medium Enterprises (SME) in Hong Kong. This research focuses on simplifying the entire project management process by embedding the Knowledge Management Process so as to streamline the operation and to facilitate the knowledge flow effectively across the organization in an efficient manner.
This research used Exploratory Research with the Case Study Method, in which data was collected from project team members inside a High-Tech company in Hong Kong. Qualitative and quantitative analyses were applied to the results from interviews, questionnaires and observations. By using real life project scenarios and summarizing the lessons learnt, the knowledge flow was analyzed, modified and streamlined within the entire Project Life Cycle (PLC). A prototype of the SUCCEED system was developed for the users to test. Finally, the outcome was further validated by comparing snapshots of the phases within the PLC for measuring the performance, and by using the Delphi technique to invite project management domain experts to get consensual opinion on the proposed "SUCCEED" system. This research contributes to professional practitioners in both the Project Management and Knowledge Management disciplines on the realization of how project based organizations are dealing with repetitive issues. The adoption of the system will practicably institutionalize the "lessons learnt" into the Project Management process. The Case Study scenarios and collected data can definitely provide valuable references for future research studies and practical implementation.
