| Abstract: | 用户采纳问题一直是国内外信息系统与管理领域的个主要研究热点。传统的采纳研究工作，主要是在微观层面上建立个体认知基础上的理论模型 ，从社会心理学的视角探讨个体认知与采纳决策之间影响机制 ，但对于面向企业的业务类电子政务等复杂应用系统的组织采纳动机和组织吸收往往缺乏足够的解释能力。本研究将社会学领域的制度理论和企业环境责任（ECSR）引入到中国 G2B 电子政务系统组织采纳和组织吸收的研究中，提出一个理论模型并进行实证检验。本文使用制度理论、资源基础理论和利益相关者理论作为理论基础 ，构建了 G2B 电子政务的组织采纳和组织吸收模型，从外部和内两个视角来研究 G2B 电子政务采纳动机问题。主要研究问题为：（1）不同类别的制度压力是否会影响企业对 G2B 电子政务组织采纳意向和组织吸收？（2）制度压力是如何影响企业 的组织采纳和组织吸收的？有什么内在作用机制？（3）企业环境责任和领导承诺是如何影响企业的组织采纳和组织吸收的？针对以上问题提出研究假设：制度压力和资源因素影响企业的组织采纳意向和组织吸收程度 ；领导的 ECSR 认知对制度压力和领导承诺的关系中具有中介效应； 领导承诺在制度压力和组织采纳/组织吸收关系中起到了介作用。本研究通过问卷调查的方式环境保护领域相关企业于固体废物管理信息系统使用方面的信息，共收回了195份有效样本。通过偏最小二乘法 （PLS-SEM ） 和 PROCESS进行结构模型分析，得出以下主要结论：（1）制度压力不仅显著影响企业对于 G2B 电子政务系统的组织采纳意向，而且显著正向影响组织吸收；（2）资源因素显著影响 G2B 电子政务系统的组织采纳意向，但是对组织吸收没有显著影响；（3）领导承诺不仅在制度压力和组织采纳意向之间起着中介作用，在制度压力和组织吸收间也有中介效应；（4）领导的企业环境责任认知对领导承诺具有显著正向影响；（5）领导的企业社会责任认知在制度压力和领导承诺的关系中具有中介作用；（6）领导ECSR 认知和领导承诺在制度压力和组织采纳/组织吸收关系中起到了多步多重中介作用；（7）领导承诺对制度压力和组织采纳意向关系具有弱调节效应。本文的主要理论贡献在于，将制度理论和利益相关者理论应用于电子政务系统领域，研究了制度压力和 ECSR 对于组织采纳的影响，解释了企业对 G2B 电子政务系统组织采纳的动机。本文从电子政务应用视角丰富和发展制度理论文献，弥补文献缺口；同时对政府和企业管理提供启示和实践指导。 |
