Abstract: The implementation of an innovative Bridge Programme to prepare S1students for entering from Chinese medium primary school to an English medium secondary school, like many other education change programmes, is likely to have plateaux and valleys. This paper presents the findings of an in-depth study and investigation of how one single school in Hong Kong implemented the innovative programme. The study found that although implementation often falls short of the ideal, the likelihood of successful implementation could be increased by having the principal playing the dominant and active role in leading the implementation team, monitoring the progress and coping with problems arising inevitably during the implementation. A close adherence to the well-designed action plan at least at the initial stage and suitably restructuring the organisation as well as a careful selection of team members also increase the chances of success.
