A critical review was conducted to identify social values, obstacles and current mechanisms of built heritage conservation in Hong Kong. Different types of social capital and social benefits are investigated through two case studies which included Queen's Pier and The Blue House Cluster in Hong Kong. The applicability of social capital on these two cases is investigated through Questionnaire and in depth interviews with some professionals. The reasons of willingness to pay of respondents are identified in order to evaluate the significance of built heritage to the public.
